To mark Private Fostering week (21-27th March 2011) ECPAT UK has published a new Understanding Paper for professionals focusing on the links between private fostering and child trafficking.
Many children are brought to the UK under private fostering arrangements of which the relevant authorities are not notified. This means that these children are hidden from the authorities whose duty it is to safeguard their welfare, and are vulnerable to exploitation and trafficking. ECPAT UK has worked with child victims of trafficking who have faced horrendous abuse by the adults who have privately fostered them.
Private fostering is when a child under the age of 16 (under 18 if disabled) is cared for by someone who is not their parent or a 'close relative' for 28 days or more. Close relatives are defined as step-parents, grandparents, brothers, sisters, uncles or aunts (whether of full blood, half blood or marriage/affinity).
The Understanding Paper Child Trafficking and Private Fostering is an essential introduction to the issue for any professionals who work with children who may have been trafficked or with children who are living in private fostering arrangements.
